Fran has 20 years of experience in environmental project management, grant writing, facilitation and event planning. She is very knowledgeable in the regulatory processes in CNMI and Guam. Fran started Blue Solutions to help her clients reduce their environmental footprint and to continue her passion in conservation and environmental protection.

Kevin Doyle is an independent consultant, serving environmental and sustainability clients in business, government, academia and the nonprofit sector since 2007. He provides a range of services, including: labor market/careers research, employer engagement for education, strategic planning, facilitation for decision-making, coastal management, and professional education.
